North Carolina requires contractors to obtain state licenses before performing construction work above certain dollar thresholds, with oversight spread across multiple trade-specific boards. General contractors, electricians, plumbers, and HVAC technicians each fall under separate licensing authorities with their own examination and insurance requirements.

North Carolina general contractors must be licensed if a project costs $30,000 or more, with license classifications of Limited (projects up to $500,000), Intermediate (projects up to $1,000,000), and Unlimited (no cap). Separate specialty boards govern electricians, plumbers, and HVAC contractors regardless of project dollar amount. Roofing contractors are not required to hold a separate state roofing license but must hold a general contractor license if the project value meets or exceeds the $30,000 threshold.

License requirements by trade

Electrician
Electricians in North Carolina are licensed by the North Carolina State Board of Examiners of Electrical Contractors; applicants must pass an exam and demonstrate experience, with license grades ranging from Limited to Unlimited based on project scope. All electrical contracting work, regardless of dollar amount, requires a licensed electrical contractor.
Plumber
Plumbing contractors must be licensed by the North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors, with classifications including Limited (residential) and Unlimited; applicants must pass an exam and meet experience requirements. A licensed plumbing contractor must pull permits for any plumbing work in the state.
HVAC
HVAC contractors are licensed through the North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors under the heating classifications, requiring an exam, proof of experience, and liability insurance. License classifications range from Limited to Unlimited based on the type and scope of heating and cooling systems installed.
General Contractor
General contractors must be licensed by the North Carolina Licensing Board for General Contractors for any project with a total cost of $30,000 or more, with license tiers of Limited (up to $500,000), Intermediate (up to $1,000,000), and Unlimited. Applicants must pass a written examination, demonstrate financial responsibility, and carry required insurance.
Roofing
North Carolina does not have a standalone state roofing contractor license; however, roofers must hold a North Carolina general contractor license if the project value is $30,000 or more. For projects below that threshold, no state license is required, though local permits may still be needed.
