Ohio Construction Industry Licensing Board (OCILB)

Ohio does not require a statewide general contractor license, but several specialty trades are licensed at the state level through the Ohio Construction Industry Licensing Board (OCILB) under the Ohio Department of Commerce. Contractors must also register their business entity with the Ohio Secretary of State and comply with applicable local permit requirements, which vary significantly by city and county.

The OCILB issues state licenses for specific trades including electrical, plumbing, HVAC, hydronics, refrigeration, and fire protection. Electrical contractor licenses are issued at the contractor level (with individual journeyman and apprentice certifications handled separately by the same board). Plumbing contractor licenses require passing a state exam and demonstrating experience. HVAC contractor licenses cover heating, ventilating, and air conditioning work. Projects valued over $1,000 in these regulated trades generally require a licensed contractor; general construction work such as carpentry and roofing is not licensed at the state level and is instead regulated locally. Some municipalities impose additional registration or license requirements on top of state credentials.

License requirements by trade

Electrician
Ohio requires electrical contractors to hold a state Electrical Contractor License issued by the OCILB, which requires passing an exam and meeting experience requirements. Individual electricians working in the field must hold a valid Ohio Electrician Certificate (journeyman or apprentice level) also issued through OCILB.
Plumber
Ohio requires plumbing contractors to be licensed by the OCILB; applicants must pass a state exam and demonstrate qualifying experience. Individual plumbers must hold a Ohio Plumber's Certificate issued by the Ohio Construction Industry Licensing Board before performing plumbing work.
HVAC
Ohio requires HVAC contractors to hold a state Heating, Ventilating, and Air Conditioning (HVAC) Contractor License issued by the OCILB, obtained by passing a state examination and meeting experience requirements. Refrigeration work is covered under a separate OCILB license category.
General Contractor
Ohio does not issue a statewide general contractor license; general construction work is not regulated at the state level for licensing purposes. Contractors must register their business with the Ohio Secretary of State and comply with local municipality licensing or registration requirements, which vary by jurisdiction.
Roofing
Ohio does not require a statewide roofing contractor license; roofing is not a regulated trade at the state level. Roofing contractors must comply with local permit requirements and any municipal registration requirements imposed by the city or county where work is performed.
