In Utah, contractor and trade licensing is administered by the Division of Occupational and Professional Licensing (DOPL) under the Utah Department of Commerce. Any contractor performing work above $3,000 (combined labor and materials) is generally required to hold a state-issued contractor license before bidding or working on projects.

Utah uses a tiered contractor licensing system. General contractors must obtain either a General Building Contractor or General Engineering Contractor license depending on project type. Specialty trade contractors — including electricians, plumbers, and HVAC technicians — must hold specific licenses: electricians are licensed at the Journeyman or Master level with separate Electrical Contractor licenses for businesses; plumbers similarly require Journeyman Plumber or Master Plumber credentials plus a Plumbing Contractor license; HVAC work requires an S200 or S205 specialty contractor classification. Roofing contractors must hold an R100 Roofing Contractor license. The $3,000 combined labor-and-materials threshold is the key trigger for licensure, and all applicants must pass a trade exam, provide proof of insurance, and post a surety bond ranging from $10,000 to $50,000 depending on license type.
